Seeking a Corporate Health & Safety Officer (CHSO) based in Concord, NH or Lowell, MA to lead and implement Nobis Group’s company-wide health and safety program and policies. The CHSO will lead and guide the health and safety practices of a diverse group of engineers, scientists, and corporate staff. The CHSO will be responsible to effectively implement Nobis’ health and safety processes, conduct audits, ensure compliance, prepare health and safety related documents and ensure necessary health and safety related training takes place. The CHSO will assist technical staff with preparing and approving site-specific health and safety plans for a variety of site investigation, remediation, and construction projects related to Nobis’ core practice areas which include civil and geotechnical engineering, and environmental engineering and remediation. The CHSO will be supported by two senior technical staff that act as part-time Deputy CHSO’s.

The Duties and Responsibilities include (but are not limited to): Serve as the leader and primary point of contact for company-wide safety matters. Lead Company-wide health and safety committee that meets regularly. Develop and manage annual health & safety budget, ensure safety equipment and supplies are maintained, lead an internal “best practices” and safety reminder/incentive program. Remain knowledgeable about current and new health and safety regulations applicable to Nobis and communicate changes. Serve as primary incident manager to remain aware of incidents and respond as needed, ensure safety-related events and injuries are properly reported, and to prepare and implement emergency response plans for each office. Conduct and/or coordinate safety inspections and audits to ensure safety practices are being properly implemented at individual projects and within each office. Take appropriate actions to prevent loss and mitigate risk in accordance to Company standards and practices. Establish and maintain effective working relationships and communication with technical and administrative staff, managers, Department Heads, and General Corporate. Maintain and update Nobis’ internal Health & Safety Manual as necessary, including the establishment of a catalog of applicable Activity Hazard Analyses (AHA’s). Provide safety-related orientation and guidance to new employees and assist HR to ensure corporate safety logs and Workers Compensation / EMR data is properly maintained, reported, and communicated. Assure HAZWOPER and other necessary health and safety training and education is conducted annually. Coordinate medical surveillance, hearing conservation, respiratory protection, and other related programs and maintain records as required.

This position requires a minimum of 5 years of applicable safety related experience. A 4-year degree in safety science, industrial hygiene, engineering or another related field. You must possess 40/hour OSHA HAZWOPER and Management/Supervisor Training certificates. The following certificates or licenses are considered to be a plus: Certified Hazardous Materials Manager (CHMM), Certified Industrial Hygienist (CIH), or Certified Safety Professional (CSP). Knowledge and experience applying applicable federal and state safety standards. Familiarity with OSHA, USEPA, USACE, transportation-related (highway and railway), asbestos, construction-related, and other safety standards is highly desired. The ability to build trust and maintain strong relationships through proven consistency and leadership. Strong communication skills, analytical skills, and problem-solving skills are necessary. An individual who is organized and self-motivated to meet deadlines and independently make necessary decisions. The ability to collaborate with Project Managers, technical staff, and corporate employee is essential to this position.

This individual represents the company in communications with clients from initial effort, throughout the entire course of agreement activity, and in post-agreement activities on a regular basis; communicates with the appropriate Resource Center Manager and Account Manager or other designee relative to project status and performance; and manages the project team. Oversees the technical performance of managed projects and provides technical support of remediation and engineering projects in all sectors of the company. Provides technical review for environmental investigations, remedial actions, and third-party oversight/review of other contractors’ work and performance.

Demonstrated understanding of and experience in the CERCLA process and the National Contingency Plan, as well as relevant regulations of the following states: MA, CT, NH, RI, ME, and VT. Additional experience with the relevant regulations of NY and NJ is preferable.

Demonstrated experience in managing and/or executing projects for federal entities such as EPA, USACE, DoD. This experience should include conceptual site model development; designing, planning, and executing field data gathering programs (including CERCLA remedial investigations); data evaluation; remedial alternative screening (including CERCLA feasibility studies); community involvement; and other related technical support. Knowledge of geology and hydrogeology experience in the northeastern USA is preferred. Familiarity with EPA’s risk assessment process is preferred, but not required. Experience in designing, implementing, and monitoring various forms of environmental media remediation is preferred.

Must have a valid Driver’s license and own transportation. A working knowledge of the Microsoft suite of professional software applications is required. Knowledge and experience in other software environments such as GIS, Modflow, and graphics generation is beneficial. OSHA 40-hour HAZWOPER certification and annual 8- hour refresher, as applicable, are required.

Licensure as a Massachusetts Licensed Site Professional (LSP) and/or Professional Engineer is preferable but not required. Similarly, certified geologists (CPG/PG) are also preferred.

Bachelor of Science in Geology/Environmental Engineering from a four-year college is required; Master’s Degree preferred. Minimum of 10 years prior relevant experience is required.

Nobis is seeking a staff geologist or engineer for supporting environmental investigations and cleanup projects such as site investigation, groundwater quality assessment, environmental due diligence projects, and environmental construction oversight projects.

Primary responsibility will be support of geologists and environmental engineers with soil and groundwater sampling, drilling oversight, report production, and data tabulation and evaluation. Field work is required and would include working with sampling teams and support of subsurface investigations for petroleum and hazardous substances. Candidate may be asked to travel to distant project sites within the New England area, requiring overnight stays. Other related duties and responsibilities may also be assigned.

Candidate shall possess a minimum of a Bachelor of Science degree (BS) or Bachelor of Arts degree (BA) from an accredited four-year college or university in geology, hydrogeology, engineering with an environmental focus, or a related degree. The primary responsibilities will be to provide technical and field support at petroleum and hazardous material release projects located throughout the northeast. Field work is required and would include working with sampling teams and support of subsurface investigations. The candidate may be requested to travel to distant locations to conduct field data collection programs. Although most of this travel is within the northeastern United States, it commonly requires overnight stays. Other related duties and responsibilities may also be assigned.

The candidate must possess a minimum of baccalaureate degree from an accredited four-year college or university in Geology, or similar science discipline. Nobis uses AutoCAD Civil 3D, and ESRI’s ArcGIS software package extensively. Experience with these packages is highly preferred.

Nobis is looking for a Technician to provide asbestos inspection services at projects located primarily within Massachusetts and New Hampshire. Travel to other northeastern states may also be necessary from time to time. This position may also be asked to participate in environmental investigation or remedial action sampling programs located within the same geographic region.

The Candidate needs to understand and apply the relevant state and federal asbestos regulations during asbestos inspections of active, inactive, or abandoned structures of various sizes and complexities; execute sampling programs in accordance with established safety requirements (including personal protection equipment); identify suspected ACM and properly collect and document sampled media and prepare necessary sample shipment documents; interpret analytical results; and assist with technical report development.

Candidate shall possess a minimum of a high-school diploma. Candidate must have at least 3 years of relevant asbestos inspection experience. Candidate must provide proof of initial training (and refresher training as necessary) indicating successful completion of the initial and refresher training requirements specified by 453 CMR 6.10(2), 6.10(4)(d), and/or 453 CMR 6.10(5). Candidate must possess a valid Massachusetts Certified Asbestos Inspector license. Candidate must be conversant with the Microsoft Office software. Candidate shall possess a valid driver’s license and own transportation.

Preferred Experience is for the candidate to possess an asbestos licensure/certification beyond the inspector-level and/or in other northeastern states. Those candidates in possession of a certification of completion of the OSHA 40-hour HAZWOPER training (with current 8-hour refresher as necessary), 8-hours of HAZWOPER supervisory experience (as required by OSHA), and OSHA 10-hour construction worker safety training are preferred. Experience with other environmental sample collection is preferred, as well as experience with implementing and monitoring safety awareness and safe work practices.
